In a Warhammer-Community post, Games Workshop posted an interview about the Warhammer: The Horus Heresy Saturnine army box. In it, they discussed the new addition of the Saturnine Terminator armor. In the interview, it was mentioned that the armor has been in development for a while; it has even popped up in expanded media material before this point.

The developers even mention an earlier version of the armor was repurposed as the Indomitus Terminator pattern from the 1980s edition of Space Hulk.

Since The Horus Heresy is a quasi-historical period, an extended prequel of Warhammer: 40,000, this attention to detail was important on the developer's part. Expressing the power of these Terminator armors while within the restraints of technology at the time. As for how these details will gel with the latest edition's new mechanics remains to be seen.
